T.031/2014 - The provision of a Multi Supplier Framework Agreement Medical Service in Dublin Metropolitan Region (DMR) of An Garda Síochána

The service required is a 24 hour 365 day service to be provided by professionally qualified and experienced medical practitioners to persons detained and complainants of serious assaults that presents at Garda Stations. The maximum period of arrival after a call out will be 30 minutes. If 30 minutes is not considered a sufficient call out time in certain areas, this should be noted in your tender proposal, giving the reasons why and a suggested call out time to a maximum of 45 minutes. It should be noted that this extra time will be taken as the exception rather than the norm The medical services required from the proposed contract(s) include but are not limited to the following services. a) Examination of detainees in cases where the request is made by the detainee or the Member in Charge. b) Medical assessments where there are concerns that a detainee may be at risk of self harm or suicide. c) Examination of detainees with existing medical illnesses. d) Examination of detainees with injuries. e) Administration of methadone and/or other medication. f) Examination of persons detained under the Mental Health Act 2001. g) Assessment and treatment of personnel injured while on duty (e.g. Garda personnel). h) Examination of persons detained in Garda custody in relation to their fitness to be interviewed under the relevant legislation. Where a doctor is of the opinion that the detainee is unfit for interview, the doctor can suspend the person’s detention not exceeding a period of 6 hours. i) Determination of the necessity to transfer the detainee to hospital for medical attention. j) For the taking of forensic samples (blood, pubic hair, a swab from a body orifice or a genital region or a dental impression) under Section 2 of the Criminal Justice (Forensic Evidence) Act 1990 from persons detained under the following provisions: • Section 4, Criminal Justice Act 1984 (as amended). • Section 30, Offences against the State Act 1939 (as amended). • Section 2, Criminal Ju
