The Contracting Authority intends to establish a multi party framework agreement with three suitably qualified and experienced service providers per Lot for the provision of temporary relief agency staff within the Health and Social Care Sector. Tenderers should be aware that the services sought herein are within Annex XIV of Directive 2014/24/EU on public procurement and therefore this Competition is not subject to the full set of rules of the Directive. The Contracting Authority therefore intends to exercise full discretion in the respect of the following matters: Following receipt of tenders, including mini-tenders, the Contracting Authority may elect to negotiate the terms of the tender submission with tenderers prior to the establishment of the framework agreement. In the event that such a course of action is taken, selected tenderers will be invited to attend negotiation meeting with the Contracting Authority, during which all aspects of tenderers’ submissions will be discussed. On foot of these meetings, tenderers may be requested to submit a best and final offer, which will be evaluated against the award criteria set out in this request for tender document.
