In October 2014 the Government announced the introduction of the Civil Service Renewal Plan encompassing 25 Actions and 104 Sub Actions setting out a new direction for the Civil Service. Within the Plan, Action 9 outlines how the Civil Service will enable a high performing workforce by supporting the development of new skills and behaviours, facilitating continuous professional development and ensuring that all staff can access the appropriate mix of learning and development opportunities. The new shared Learning and Development (L&D) model has been developed by a high level working group and approved by the Civil Service Management Board. It sets out a new blended approach to learning and development for the Civil Service underpinned by a digital platform supporting administration, delivery and procurement. The model will centralise all core learning and development responsibilities for the Framework Clients. The Framework Contract is divided into ten (10) Lots. Each Lot contains a number of Learning Interventions.
