THE PROVISION OF AN INDUSTRY ASSISTANCE PROGRAMME
ON BEHALF OF HORSE RACING IRELAND.
LOT 1: STABLE STAFF
LOT 2: STUD STAFF
(MAXIMUM POTENTIAL DURATION: 5 YEARS)
Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001 and the Irish Horseracing Industry Act 1994. It is a commercial semi-state body that is responsible for the administration, promotion and development of Horse Racing in Ireland. HRI Headquarters are located in Ballymany, Newbridge, Co Kildare.
HRI would like to establish an Industry Assistance Programme on behalf of stud and stable staff in Ireland (North & South). Potential providers should have proven experience of providing such a service and have proven experience with Irish Employment Law, Health & Safety and Social Welfare legislation, including detailed knowledge of the range of entitlements and benefits provided by the Department of Social Protection and other Health Social Services Agencies. The requirement has been split into lots;
Lot 1 – Stable Staff
Lot 1 will cover all Stable Staff, Racehorse Trainers and Jockeys.
Lot 2 – Stud Staff
Lot 2 will cover all Stud Staff and Thoroughbred Breeders.
Ideally HRI would envisage that all eligible industry employees would have access to the programme, however it is envisaged that the Contracting Authority will award the initial contract under the framework for lot 1 immediately after the conclusion of this competitive process. The award of contracts under the framework for lot 2 will depend on final numbers as well as external factors such as funding possibilities; therefore the Contracting Authority reserves the right to defer the award of any contracts under lot 2 until full cost transparency can be obtained.
The Industry Assistance Programme will play an important role in promoting employee wellness and supporting individuals in managing work and life difficulties which may impinge on their well-being and adversely affect work performance. Further details are contained in Section 2 of the attached Invitation to Tender document.
Please ensure that you read the instructions below and the issued invitation to tender document carefully. All queries should be submitted through the eTenders portal. The deadline for receipt of queries is Monday the 7th March and the deadline for receipt of submissions is 12 noon on Wednesday 16th October.
Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of tenders with missing or incomplete information. Therefore, tenderers are advised to ensure that they return FULLY COMPLETED tender submissions in order to avoid the risk of elimination from the competition.
Responses should be concise and should address the requirements of the Invitation to Tender Document in the same format and sequence as they appear in the attached document.
The Contracting Authority will not be responsible for costs, charges or expenses incurred by candidates or tenderers involved in this contract award process.
Contract award may be subject to satisfactory performance at clarification meeting and may be subject to approval by competent authorities.
Emailed or late submissions will not be accepted.
No commitment of any kind, contractual or otherwise shall exist unless and until a formal written contract has been executed by or on behalf of the contracting authority. Any notification of preferred bidder status by the contracting authority shall not give rise to any enforceable rights by the tenderer. The Contracting Authority may cancel this public procurement process at any time prior to a formal written contract being executed by or on behalf of the contracting authority. The Contracting Authority does not bind itself to accept the lowest priced or any tender.
The supply of services under this notice will be governed by standard Terms and Conditions of Horse Racing Ireland.
