Industry Assistance - Single Party Framework for the Provision of an Industry Assistance Programme on behalf of Horse Racing Ireland

Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001 and the Irish Horseracing Industry Act 1994. It is a commercial semi-state body that is responsible for the administration, promotion and development of Horse Racing in Ireland. HRI Headquarters are located in Ballymany, Newbridge, Co Kildare. HRI would like to establish an Industry Assistance Programme on behalf of stud and stable staff in Ireland (North & South). Potential providers should have proven experience of providing such a service and have proven experience with Irish Employment Law, Health & Safety and Social Welfare legislation, including detailed knowledge of the range of entitlements and benefits provided by the Department of Social Protection and other Health Social Services Agencies. The requirement has been split into lots; Lot 1 – Stable Staff Lot 1 will cover all Stable Staff, Racehorse Trainers and Jockeys. Lot 2 – Stud Staff Lot 2 will cover all Stud Staff and Thoroughbred Breeders. Ideally HRI would envisage that all eligible industry employees would have access to the programme, however it is envisaged that the Contracting Authority will award the initial contract under the framework for lot 1 immediately after the conclusion of this competitive process. The award of contracts under the framework for lot 2 will depend on final numbers as well as external factors such as funding possibilities; therefore the Contracting Authority reserves the right to defer the award of any contracts under lot 2 until full cost transparency can be obtained. The Industry Assistance Programme will play an important role in promoting employee wellness and supporting individuals in managing work and life difficulties which may impinge on their well-being and adversely affect work performance.
