On behalf of the School Board of Management (the Contracting Authority for this project) you are hereby invited to tender for Mechanical Consulting Engineer, including buying in of additional services for other disciplines as required for the above project.

 

Scope of the project

 

The project consists of heating upgrade but retaining existing boiler.  The existing space heating installation was installed when the school was built in 1973. Extensions were built in the late 1970’s and again in 2009 & 2012, a two piped system in accordance with current requirements were installed within the extension works in 2009 and 2012.

The proposed and recommended works are for the total replacement of the existing piped system of distribution which essentially comprises of single piped circuits within the original school, in order to upgrade to requirements in accordance with the current T.G.D’s.

The area of the existing school, excluding the classroom extension of 2009 & 2012 is approximately 920 m2

As part of the proposed works the existing system of pipe distribution would be replaced to meet current T.G.D. guidelines. Also, as part of the said works new panel radiators and a new system of controls would be provided as the installed surfaces in a number of the rooms do not meet requirements in terms of comfort levels.

 

 2) Tender Submission

 

Full Mechanical Consulting Engineering Services are required to deliver the project works within the given time period. Tendering consultants should consider any and all services required to deliver this project. Tenders submitted should be on a lump sum fixed fee basis, exclusive of VAT, and inclusive of all expenses, outlay, travel, reproduction costs etc..

 

The Board reserves the right to cancel the completion of the tender process ( at no cost to the board), if the board decides not to proceed after the completion of the tender process, or for a change in terms of the contract for the completion of the project, or to allow for any changes in the nature of the project that come to light during the tender process.

The contract shall be the short form of public works contract. Tenderers should submit only the following information;

 

·       DoES Form of Tender – Consultant Open Tender

·       DoES – ITTS Tender Proposal Form Open Tender

·       Current Valid Tax Clearance Certificate

·       Provide cover notes at the following minimum levels;

            a) Professional Indemnity Insurance Cover @ 2.5m euro

            b) Public Liability Insurance cover @ 6.5m Euro

            c) Employers Liability Insurance @ 6.5m Euro

·       Applicants must present projects of a similar nature, size and complexity undertaken within the last 5 years, using the formal format provided in Appendix 1.

·       Health and safety Declaration as per Appendix 2.

 

The Form of Contract will be the Standard Conditions of Engagement for Consultancy Services (Technical COE1) including the Template Schedule A and B, available at www.etenders.gov.ie.

 

The address to which tenders must be returned and the date and time before which tenders must be received are stated in the Contract Notice.  Tenders sent to any other address, or received after the specified date and time, will be deemed invalid tenders.  Unsigned tenders/tender proposal forms will likewise be deemed invalid tenders.  The signature for the Form of Tender/Tender Proposal Form must be that of a Principal or Director of the firm.  Tenders must be in the format prescribed in the Form of Tender/Tender Proposal Form and all required documents must be submitted.

 

Tenders may submitted by hand or by registered post. The onus is on the sender to obtain proof of delivery of any tender unless sent by registered post or recorded delivery.

 

All queries in relation to this tender competition must be submitted (and will be answered) through the e-Tenders website.  All queries must be submitted as soon as possible and in any event not later than 5 working days before the latest time for receipt of tenders, although the Contracting Authority may at its discretion respond to queries raised after that date.  If the Contracting Authority responds to a query, it will send the response to each Candidate unless the Candidate raising the query has clearly designated the query as confidential and the Contracting Authority agrees that it should be treated as confidential.

 

Tenders will be assessed in accordance with Guidance on Procuring Consultants for Small Works, 2nd Edition, March 2014.

 

Candidates may visit the site by prior arrangement with the School Authorities.
