Provision and operation of large outdoor screens at HRI Racecourses on specified race days.Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001. It is a commercial semi-state body which took over the functions previously carried out by the Irish Horse Racing Authority. HRI is responsible for the administration, promotion and development of Horse Racing in Ireland. HRI has a number of subsidiaries including HRI Racecourses, comprised of Leopardstown, Navan, Fairyhouse and Tipperary racecourses. This contract relates only to Leopardstown and Fairyhouse racecourses (the contracting authorities).

 

Leopardstown and Fairyhouse Racecourses require the provision of large screens at specified race meetings, this includes but is not limited to, where appropriate, delivery to site, set up

(involving interaction with 3rd parties), maintenance, storage, health & safety, picture quality and continuity of service. It is intended that this will be an entirely outsourced solution –

however the contracting authorities are open to considering options that could satisfy the requirement.

 

Usually, one screen is required per race meeting, however on special occasions when the race days coincide with major events, sporting or otherwise, an additional screen may be required e.g. All Ireland Finals, Heineken Cup, Ryder Cup, etc. It should also be noted that there are several dates throughout the racing calendar (especially during the summer months) when 2 race meetings are scheduled per day, i.e. ordinary requirement increases to 2 screens per day.

The estimated requirement is 44 individual screens per annum,, these may be of varying size and nature and do not equate to 44 days as there is a requirement to have more than one screen on certain days. This requirement is not guaranteed and is subject to change (due to fixture list changes/weather/budget etc).

 

·         Candidates are required to satisfy the pre-qualification criteria to be eligible for inclusion on the short list for technical dialogue.

 

·         Based on the pre-qualification evaluation results it is envisaged that a minimum number of three (3) to a maximum number of five (5) may progress to receive briefing/descriptive documents. If there is a natural break in the scoring between 3rd and 5th place this may be used to reduce the number of candidates progressing to the

 

      next stage.

 

·         Failure to submit detailed responses to each of the pre-qualification requirements may result in the submission not being qualified for detailed evaluation.

 

·         Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return FULLY COMPLETED questionnaires in order to avoid the risk of elimination from the competition.

 

·         Responses should be concise and should address the requirements of the pre-qualification criteria in the same format and sequence as they appear in the attached documents.

 

·         The Contracting Authority will not be responsible for costs, charges or expenses incurred by candidates or tenderers involved in this contract award process.

 

·         Contract award may be subject to satisfactory performance at interview and may be subject to approval by competent authorities.

·         No commitment of any kind, contractual or otherwise shall exist unless and until a formal written contract has been executed by or on behalf of the contracting authority. Any notification of preferred bidder status by the contracting authority shall not give rise to any enforceable rights by the tenderer. The contracting authority may cancel this public procurement process at any time prior to a formal written contract being executed by or on behalf of the contracting authority. The contracting authority does not bind itself to accept the lowest priced or any tender.

 

·         The supply of services under this notice will be governed by standard Terms and Conditions of HRI / HRI Racecourses Ltd.
