The Office of Government Chief Information Officer (“OGCIO”) with the support and assistance of the Office of Government Procurement (“OGP”) intends to run a competitive procurement process to establish a single-supplier framework agreement for the provision of a Secure Narrowband and Nationwide Digital Radio Managed Service. The Minister for Public Expenditure and Reform shall be the contracting authority in any competitive procurement process (the “Contracting Authority”). This process may result in the conclusion of a framework agreement (“Framework Agreement”) that will establish the terms governing contracts that may be awarded to the successful framework provider.

The Commission for Communications Regulation (“Com Reg”) maintains a list   (https://www.comreg.ie/csv/downloads/ComReg0868.pdf) of organisations and agencies who are permitted to use the Managed Digital Radio Services (“MDRS”) network. The MDRS network is for the exclusive provision of digital radio communications services to the State’s security and emergency services and to non-commercial bodies engaged in the provision of such services or related ancillary services to State agencies.   Any other organisation or agency approved by Com Reg or who may be approved by Com Reg in the future,  may use the MDRS network and shall be a Framework Client.

As part of this process the OGP wishes to engage with the market to identify service providers who would be interested in providing the services and to gain a clear understanding of market interest, market capabilities, market dynamics, market concerns and appropriate cost models and other relevant factors. 

Please note: This is not a public procurement competition and we are not seeking tenders at this stage. This is an information gathering exercise only, seeking the views of market operators on possible approaches that may be taken in a tender process which may be undertaken over the coming months. Such information may be used by the Contracting Authority to inform any specifications and procurement documents drafted in any future procurement competition for the provision of a Secure Narrowband Nationwide Managed Digital Radio Service.  By responding to this survey you consent to the information being used in this way.
