PIN for the Provision of Digitisation Services of certain Valuation Records

The Valuation Office is the State Valuation property organisation in Ireland. The Office provides accurate statutory valuations of commercial and industrial properties for rating purposes. Full details at www.valoff.ie. A National Revaluation Programme is currently underway, early completion of that programme is a priority for the Office. A number of initiatives are being considered to accelerate the programme. The Office requires that essential property data relating to all outstanding rateable properties digitised, coded and loaded onto the Valuation Office’s main operational computer system. This essential property data includes archive paper records, archive electronic files, hand written, bound hardback A5 notebooks. Each notebook consists of about 200 pages, gives the description of a property, with its location, dimensions, sketch plans, drawings and calculations of the valuation of the property. In addition to converting the paper records into digital format, it is envisaged that the contractor will also code key data from these files and notebooks to be converted and loaded onto the corresponding property records in the Office’s internal operational computer system known as VOS The project will also require the capture of the plans and drawings associated with the relevant property, which could be a sketch plan in a notebook or a full set of drawings. The purpose of this PIN is to indicate that the Valuation Office intends to engage a contractor to carry out the digitisation, coding, indexing of indicatively 100,000 records. Reporting to a VO project board, the contractor would be responsible for the project management, quality assurance and delivery of the contracted services to required quality levels on a “turn key” basis. It is intended that a call for tenders will be issued in due course.
