The building is part of the original development of the barracks at Garda Headquarters in the Phoenix Park, from circa 1842 and is located on the southern edge of the parade ground.
The condition of the building is poor and requires modernisation with the exception of the west wing, which was renovated in recent years to house critical infrastructure. The development will necessitate the demolition and the removal of the existing temporary accommodation located to the rear of the building.
