As the Dispatch Communications Server is incompatible with the current Luas INOSS operating system, this project also consists of the installation of Ervocomm TRADIS Dispatch consoles to enable CCR operator interaction with Luas TETRA Radio.

Description of the procurement

The Authority intends to award a six month conract to upgrade Luas TETRA Radio Motorola MCC7500 Dispatch consoles which are obsolete and require upgrade to supportable replacements. This project consists of the removal of the Motorola MCC7500 consoles and replacement with a Dispatch Communications Server. As the Dispatch Communications Server is incompatible with the current Luas INOSS operating system, this project also consists of the installation of Ervocomm TRADIS Dispatch consoles to enable CCR operator interaction with Luas TETRA Radio. This contract consists of complex work on a proprietory Motorola TETRA Radio System

Explanation
Intellectual Property Rights
The Motorola TETRA Radio System is a proprietary linked radio system consisting of many components which have been integrated to facilitate communications across the Luas light rail system. An attempt to integrate other radio supplier’s equipment would result in issues with licensing and access associated with the Motorola software and hardware.
Suitability and System Provenance
Motorola (and their local concessionaires Sigma Wireless Communications) are the architects, owners and modifiers of the Luas TETRA Radio System. Nobody else has altered or modified the Luas TETRA Radio system. All upgrades or extensions of the system have been performed by Sigma Wireless and Motorola. The introduction of a new supplier for a change to one element of the system would result in a new interface which would drive new costs and complexity.
The current Luas Radio Motorola MCC7500 Dispatch consoles are obsolete and are no longer supported. A failure of these devices could lead to significant downtime of the Luas Radio system with no remedy possible, without upgrade. By performing this upgrade the renewed system will be more resilient, fully supported on failure and the Luas maintainer will have the ability to support Luas radio throughout its lifecycle.
