As part of its role in delivering Public Transport Services in Ireland, the Authority have identified a Public Service Obligation for the provision of urban public bus services in Carlow Town. The Authority therefore wishes to procure a single public transport services contract for the operation of certain Public Bus Services in Carlow Town.
The key obligations of the contract shall be to:
- Operate and maintain Bus Vehicles for the duration of the Contract;
- Operate reliable and punctual public bus services on both routes as set out in the Information Memorandum;
- Provide customer care services;
- Collect, ticket and reconcile passenger fares; and
- Provide operational data to input to the Authority’s passenger information, journey planning systems and its contractual performance monitoring systems.

The contracting authority will not be responsible for any costs, charges or expenses incurred by Candidates or Tenderers relating to this contract award procedure irrespective of the outcome of the competition, or if the competition is postponed or cancelled. All costs incurred by interested parties in participating in this competition must be borne by them.
Any contract award will be subject to a number of preconditions, including production of a tax clearance certificate from the Revenue Commissioners in Ireland. The contracting authority may terminate this competition (or any part thereof), change the basis of and the procedures for the bidding process, at any time, or procure the project by alternative means if it appears that the project can thereby be more advantageously procured. The most economically advantageous or any tender will not automatically be accepted.
Tenderers should note that the award of this Contract is subject to Government approval, and the Authority does not bind itself to award this Contract or proceed with subsequent stages of this competition.
