Short description
The Office of Public Works (the “Contracting Authority”) invites tenders (“Tenders”) to this request for tenders (“RFT”) from economic operators (“Tenderers”) for the provision of the services as described in Appendix 1 to this RFT (the “Services”).
In summary, the Services comprise: Renewal of Hosting and Support of MPRO5 Application Development Platform.
This public procurement competition (the “Competition”) will be conducted in accordance with the open procedure under the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the “Regulations”). Any contract that may result from this Competition (the “Services Contract”) will be issued for a term of 3 Years (“the Term”).
The Contracting Authority reserves the right to extend the Term for a period or periods of up to 18 months with a maximum of One such extension or extensions on the same terms and conditions, subject to the Contracting Authority’s obligations at law.

Description of the procurement
1. Introduction
The Office of Public Works (OPW) invites tenders for the hosting and ongoing support of its MPRO5 Cloud Mobile application development platform. The OPW currently has 245 . no. of users of the application but that may increase over time.
Tenderers shall note that prices shall be fixed for the duration of the contract period (inc. any extensions).
The current contract for MPRO5 support expires on 10th September 2023.
2. Reference Sites
Tenderers shall outline their experience with hosting and managing the MPRO5 system and provide examples of work undertaken for other organisations. At least three reference sites shall be provided along with a description of the projects involved, as well as contact details for the client.
3. Existing deployment of MPRO5 within OPW
The MPRO5 OPW platform was first deployed in 2020 to create and manage mobile Apps for site inspections and other related purposes. It has led to better record keeping, more efficient inspection routines, better maintenance programming, improved management of available resources, more effective information sharing, and the production of reporting dashboards for management.
Specifically, the OPW currently uses the MPRO5 platform to support a number of business functions, namely:
(a) Playground inspections at public parks and recreational areas. Used by park rangers to record the condition of playground equipment as part of a routine inspection, and to report items requiring maintenance, along with incidents of vandalism. The App generates a workflow incorporating photographs etc. and produces a reporting dashboard for management detailing the various inspections undertaken that highlight areas of concern etc.
(b) Maintenance inspections of rainwater outlet. Used by the OPW’s architectural team to record blockages etc. affecting rainwater outlets.
(c) Property maintenance inspections. Used by construction professionals to inspect the building fabric at properties managed by the OPW.
