Met Éireann, the Irish Meteorological Service is seeking the development, hosting and maintenance of a Digital Media Flood & Weather Impact Monitoring system (DMFWIMs) for Ireland, which must be based on existing well-established software (that has already been widely used for the purpose of monitoring digital media sources for flood and weather impacts) as the basis of any proposal, and then tailor this to the Irish use case, to support the National Flood Forecasting & Warning Service (NFFWS) in Ireland and to improve its monitoring of flood and severe weather impacts. This project does not allow for the development of brand-new untested software. This system will be hosted on the cloud.
The DMFWIMs will allow the visualisation of near real-time flood and weather impacts using information from Digital Media sources, such as Social Media (Twitter, YouTube, Facebook etc), online news outlets, blogs, forums etc.

The DMFWIMs will allow the visualisation of near real-time flood and weather impacts using information from Digital Media sources, such as Social Media (Twitter, YouTube, Facebook etc), online news outlets, blogs, forums etc. The software that is used to undertake these tasks must be completely compatible, via API or equivalent, with the Flood Forecast Division’s (FFD) National FEWS setup which uses the Delft-FEWS software (developed by Deltares) and the outputs must be able to be ingested into other systems via API or equivalent. Outputs from the proposed DMFWIMs must also be available via a web portal for non-technical users to be able to view and interrogate the digital media data directly (outside of Delft-FEWS and other systems).

9) At its absolute discretion, the contracting authority may elect to terminate this procurement process or any contract awarded under this Competition at any time.

standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words "or equivalent" will always be appended.
