Short description
In summary, the Services comprise: provision of an online document-centric identity proofing service to meet the Department’s SAFE standard as described in Appendix 1. The service to be procured will augment the Department’s current face-to-face identity proofing processes carried out by an officer in Intreo and SAFE Centres nationwide.
The online identity proofing service must provide a high level of assurance that the individual is who they say they are by:
• Capturing basic unverified identity attributes (name, date of birth, place of birth, sex, surnames, nationality)
• Capture and verify the customers identity documents such as, for example, identity cards, birth certificates, passports and driver’s licenses.
• Facilitating proof of liveness
• Capturing ICAO photograph of the customer
All documents and images must be transferred to the Department’s on-premise systems immediately, with no personal identifiable information (PII) data held by the service.

Description of the procurement

The Department uses facial image matching software to strengthen the SAFE registration process by detecting and deterring duplicate SAFE registration attempts. For control purposes, and to assist in identity fraud detection, a facial match against the photograph captured will be carried out separately by the Department’s facial image matching solution comparing it to all images already stored on the Department’s database.
