Dublin City Council proposes to establish a Single-Party Framework Agreement for the Provision of Advisory Services in relation to Public Spending Code Requirements for Dublin City Council’s Housing Programme.
The Public Spending Code (“PSC”) is a project lifecycle-based approach to project assessment for state bodies. The approach aims to provide a process whereby investment decisions should be linked to policy objectives, be informed by consideration of alternatives, potential risks and achieve value for money.
The arrangements apply to all bodies in receipt of Exchequer capital funding.
The Contracting Authority wishes to establish a Single Party Framework Agreement for advisory services in relation to the preparation and submission of various reports to ensure compliance with Public Spending Code (“PSC”) requirements across Dublin City Council’s Housing Programme which are at various points of progress.
The types of projects include, but are not limited to the following:
• Flat Estate Regeneration (including refurbishment, renovation, demolition and new build)
• PPP (Public Private Partnership projects),
• Affordable Housing Projects,
• Cost Rental Projects,
• LDA led projects,
• HLI (Housing Land Initiative projects to include Social, Cost Rental and Affordable), Competitive Dialogue Turnkey Projects and
• Turnkey Acquisition type projects.
