Description of the procurement

IBM TRIRIGA has been implemented on a SaaS basis and all server hosting and platform maintenance remains the responsibility of the vendor. The scope of services detailed below does not include the support and maintenance of the Tririga system infrastructure, its hosting, or any other application product support provided for under our Tririga SaaS agreement with IBM.
The Office of Public Works (OPW) Tririga deployment consists of one production instance (two servers) and four development servers. There are currently 150 Tririga users in OPW, with this figure expected to grow significantly over the contracted period.
OPW requires a full time senior IBM TRIRIGA developer resource providing development, maintenance, quality assurance, and support services for IBM TRIRIGA in the following areas for one working calendar year (net 230 working days):
• Tririga Maintenance Management functionality
• Tririga Lease Management functionality
• Tririga Real Estate Management functionality
• Tririga Facilities Management functionality
• Tririga system architecture & data model
It is expected that the resource will be a named senior Tririga developer, who is expected to be available to the client for the duration of the contract and shall have the necessary skills required to provide all elements of this contract. In this regard, tenderers’ particular attention is drawn to Appendix 5-Services Contract, Schedule A, Clause 2 in relation to Key Personnel.
The services may be provided on a blended on/off site basis, provided that a minimum of 30% of total contracted days are performed on-site (The Office of Public Works, HQ, Jonathan Swift Street, Trim, County Meath, C15 NX36 & 1GQ, George’s Quay, Dublin 2, D02 Y098). Furthermore, days where the services are delivered on-site will be distributed over the duration of the contract by agreement between the parties but ultimately at the discretion of the client. In general, the services must be provided during OPW work hours i.e. 9am to 5:30pm GMT Monday to Friday, excluding bank holidays, except where agreed in advance by the client.
OPW may also require 25 additional days of senior Tririga consultancy on a draw down basis over the duration of this contract to support the development of other specialist areas of IBM TRIRIGA for the delivery of additional Tririga functionality. Tenderers should quote separately for this element, detailing per-day rate of the proposed service.
