In summary, the Services shall comprise:
a) Management of the media strategy and planning activities of DPS Clients,
b) Purchase of media space and time on behalf of DPS Clients, and
c) Associated activities as described in Appendix 1 of the attached RFATP document.
The Dynamic Purchasing System (DPS) is designed to facilitate easy access for media buying agencies to public sector competitions, without the need to submit a full commercial proposal. Admission to the DPS will be made on the basis of an agency’s media buying capacity, as evidenced by a combination of turnover (financial and economic standing) and previous experience (technical and professional ability). The DPS lends itself to the dynamic nature of the media buying industry, allowing newly formed agencies to apply, or re-apply, for admission to the DPS at any stage during its Term.
