Description of the procurement

The Policing Authority invites tenders for the provision of Assessment Centres for use in selection competitions for appointments to the senior ranks in the Garda Síochána. The Authority is seeking a suitably experienced specialist service provider to provide Assessment Testing Centres for the rank of Assistant Commissioner for its 2022 promotion competition.
The Authority’s requirements for these ranks are approximately 5-10 candidates per year.
The Authority will require these Assessment Centres for the Assistant Commissioner Competition in order to inform selection boards prior to final interview. Exercises should provide insight into candidate’s performance ability by way of realistic job related assessments. The successful bidder should provide the following services:
• The design of assessment centre exercises and materials appropriate for senior management, tailored to a policing environment. Tenderers should demonstrate their understanding of the Policing Authority’s needs in this regard and outline the suitability of various assessment tools in this environment:
• Administration of tests/exercises;
• Assessment of behaviours and performance. The Authority requires experienced selectors who have been trained to observe, record, classify and evaluate behaviour accurately and objectively and deliver services in line with best practice;
• Provide feedback to the selection board on the suitability of candidates for the role as set out in the Candidate information Booklet for the competition and in accordance with the Authority’s requirements; and
• Provision of feedback to candidates.
Provision of testing and assessment centres must be a core focus of the tendering organisation and bidders should clearly state if any work is to be outsourced to subcontractors or third-party providers.
