Justification:
The Contracting Authority is separately conducting a competition for the long-term provision of these Services E-TENDERS REFERENCE 182041, which is currently the subject of judicial review proceedings. Pending the outcome of those proceedings and in order to ensure continuity of service, the Contracting Authority has an urgent need to put in place a short-term contract for the provision of the Services.

The Contracting Authority conducted a preceding separate competition for the long-term provision of the Services comprised in this competition, under E-TENDERS REFERENCE 182041. That competition was the subject of judicial review proceedings and pending the outcome of those proceedings, in order to ensure continuity of service, this competition was commenced to put a short-term contract in place for the provision of the Services.
The aforementioned judicial review proceedings have now been formally concluded and there is now no further necessity, or basis, to continue this tender competition.
