Description of the procurement

This process will establish a framework of service providers for the provision of behavioural science expertise. These experts will be required to apply behavioural science theory and concepts to support the development, delivery and evaluation of activities led by the Environmental Protection Agency in its mission to protect and improve the Irish environment.

The following are examples of the services to be procured under this framework:
• Input and/or assessment of the design, implementation and evaluation of initiatives and/or programmes to deliver behavioural change.
• Identifying target behaviours, and the barriers and benefits associated with these target behaviours.
• Developing strategies to address barriers and benefits and applying appropriate behavioural change tools and concepts.
• Developing and delivering research tools such as surveys and observation protocols or focus groups.
• Developing and co-designing field research to pilot interventions and strategies.
• Identifying and developing metrics to assess performance of programmes or pilot interventions and strategies (output and outcome metrics). Measuring and reporting on impact of programmes or initiatives.
• Developing approaches for scale-up of trial interventions.
• Providing advice on effective communication with the public and other stakeholders/sectors, including audience targeting and population segmentation.
• Design of educational and/or awareness campaigns, including an assessment of the impacts of such campaigns once they are delivered.
• Design/review of EPA outputs which seek to impart knowledge and change behaviours within the public, our licensed community or external stakeholders/sectors.
• Provision of written reports and giving presentations on programme findings, where relevant.
