As part of their licensing conditions under the Taxi Regulations Act 2013 and associated regulations, all Small Public Service Vehicles must display certain information in/on the vehicle and drivers must carry other forms of information.
The Authority wishes to invite tenders for the provision of Secure Print Services in order to fulfil the requirements for secure printing. The proposed Contract intends to provide a high level of security around printing, while introducing opportunities for cost reductions through decreased waste and enforcement of print policies.
A range of secure print services is required:
Category 1: Area Roof-sign Stickers (RSS)
Category 2: ID cards – The Driver Display Card
Category 3: ID cards – The Driver’s Licence Smart Card
Category 4: Tamper Evident In-Vehicle Licence Discs
Category 5: Vehicle Licence Certificates
Category 6: Frangible Adhesive Authentication Seals
Category 7: Warrant Cards for Authorised Persons

The Authority wishes to invite tenders from suitably experienced and accredited parties for the provision of Secure Print Services in order to fulfil the Authority’s requirements for secure printing. The proposed Contract intends to provide a high level of security around printing, while introducing opportunities for cost reductions through decreased waste and enforcement of print policies.
A range of secure print services are required under the following seven (7) categories.
- Category 1: Area Roof-sign Stickers (RSS);
- Category 2: ID cards – The Driver Display Card;

If the services provided are deemed to be satisfactory the contract may be renewed annually up to a maximum of 2 years after the end of the second year. The Authority reserves the right not to extend the contract beyond the first 24 month period, to review the services annually after the initial 24 month period, and to terminate the contract if the levels are deemed to be unsatisfactory.

The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure irrespective of the outcome of the competition, or if the competition is postponed or cancelled. All costs incurred by interested parties in participating in this competition must be borne by them.
Any contract award will be subject to a number of preconditions, including production of a current tax clearance certificate or tax clearance statement from the Revenue Commissioners in Ireland. The contracting authority may terminate this competition (or any part thereof), change the basis of and the procedures for the bidding process, at any time, or procure the project by alternative means if it appears that the project can thereby be more advantageously procured.
The most economically advantageous or any tender will not automatically be accepted.
