In 2018, EirGrid implemented on on-premises version of Looker (https://looker.com/) as a pilot project to automate the creation of a number of reports relating to the operation of I-SEM (Integrated Single Electricity Market – see https://www.sem-o.com/ and https://www.semopx.com/ ). Data is being extracted from a number of operational systems and stored in an Oracle-based star schema data warehouse from which reports and dashboards are created.
EirGrid has two related requirements:
1. An enterprise-wide data visualisation, reporting and dashboard creation tool that will be installed on EirGrid internal information technology infrastructure, including software assurance, maintenance and support services for that tool.
2. The provision of consulting services to implement the tool, use it effectively, assist with the development of reports and dashboards, provide training and other visualisation tool implementation-related work. These services will include implementing the reports currently developed in Looker in the long-term tool.
EirGrid intends to establish a single supplier framework for the services contained in this PQQ.
The Framework Agreement period will be for an initial duration of two years with the option to extend annually for up to an additional six years, subject always to the satisfactory performance of the supplier.
EirGrid envisages this project being a solution which will evolve over time and therefore intends awarding a contract with the potential maximum relationship of 20 years including options for renewal at various stages over the life of the arrangement.

The initial contract period envisaged is two years with the possibility to extend annually up to a further six years, subject always to the satisfactory performance of the supplier.
The estimated spend of 4,168,000 EUR is taking into account the 2 year contract plus the optional 6 year extension.
Under Article 50.F as set out in Council Directive 2014/25/EU as transposed into Irish law by the European Union (Award of Contracts by Utility Undertakings) Regulations 2016 (S.I. 286 of 2016) (the “Regulations”) and given the complexity of EirGrid system set-up, the software installed may become embedded into EirGrid systems architecture. This may lead to future contracts for continuous support. Therefore EirGrid may award future contracts for continuous support up to the maximum allowed 20 years, subject always to the satisfactory performance of the supplier.
