The grounds for cancellation of this competition were that, arising
from unsolicited information provided to the Authority, it had reason to believe
that the integrity and competitiveness of the competition may have been
materially compromised. Insofar as the Authority was unable to establish as a
matter of fact whether or not such material compromise had taken place it
decided, on balance, that the most prudent course of action was to cancel the
competition. Further, given the time frame available to have a contract for the
provision of cleaning and janitorial services necessarily in place in place by 10
May 2020 arising from the Coronavirus Civid-19 emergency, the Authority
concluded that this was the correct and proportionate course of action and has referred its concerns to the Competition and Consumer Protection Commission.
