The Minister for Defence is seeking to establish a Competitive Dialogue through this Pre-Qualification Questionnaire (PQQ) with a view to establishing a contract for requirements of the Department of Defence/Defence Forces (DODDF).
The DODDF has an integrated suite of strategic applications (Management Information Framework (MIF) comprising an Oracle Financial Application (Oracle eBusiness Suite), a bespoke Oracle Human Resource Management System – The Personnel Management System (PMS) and an Identity and Access Management Solution (Oracle Single Sign On).
The DODDF is seeking to replace its hardware infrastructure as a platform for these strategic applications in addition to upgrading the PMS application.
The Contracting Authority plans to initiate a tender competition for a contract for the requirements set out in Section 3 – Scope of Requirements arising from this PQQ. This PQQ (Stage 1) will direct the structure of the tender competitions.

The duration of the Contract will be 3 years, with the option to extend for a further 2 years (1+1), subject to a satisfactory annual performance review. The services to be provided in this Competition cannot be specified fully in advance, they cannot be procured under an open or restricted procedure, which requires that a rigorous technical specification be made available for participants in the competition. On these grounds, the DODDF considers that a competitive dialogue procedure is the appropriate procedure that is capable of leading to the identification of a suitable overall solution by Candidates.
