Description of the procurement

The purpose of a CDE solution is to provide a standards compliant environment to specify, collect, assure, store, present and exploit asset-related information (graphical models, asset data and documentation) about the delivery and operational phases of maintained and operated assets. The aim is to help TII to procure, manage and use information in accordance with the latest industry standards and best practice, namely EN ISO 19650-1:2018, EN ISO 19650-2:2018, PAS 1192-3:2014, BS 1192-4:2014, PAS 1192-5:2015, BS 8536-1:2015 and BS 8536-2:2016.
The CDE solution shall be a secure online system with dedicated functionality to MetroLink’s role to procure assured information and data to meet their requirements, during not only the delivery phase of MetroLink, but also its operation and maintenance service contracts.
The intention is that the system will host the required information and data about MetroLink’s entire infrastructure portfolio and provide a reliable assured digital representation of the physical assets themselves. The information stored within the CDE solution shall be trusted by all parties to inform key business decisions at defined gateways and inform optimal usage and maintenance strategies. Digitising an infrastructure portfolio with the adoption of information management best practice processes promises to improve the way assets are delivered, operated and maintained, significantly reducing capital delivery and operational costs. As a result of advances in software, network infrastructure, cloud computing and internet security, there are information management systems available on the market capable of managing asset information in a way that ensures the right people, get the right information, at the right time.
The winning Tenderer will provide a CDE Solution required for the purposes of the Scheme, which meets MetroLinks Vision and Strategy, but shall not be limited to the following:
MetroLink’s Vision: TII’s vision for this asset-centric approach which extends beyond the delivery phase of the MetroLink scheme is to ensure that the right people have the right information at the right time in order to make informed decisions about the design, construction, operation and maintenance of their assets.
MetroLink’s Strategy: The strategic approach for the MetroLink project is to align with the latest industry standards and best practice for the management and collaborative production of information (aka Building Information Modelling).
In addition, Applicants should note that the Authority may require the winning Tenderer to provide a CDE Solution for other Transport Infrastructure Ireland projects as required.

The estimated amount of €10 million (Ex VAT) is for all TII projects over the period. The initial requirement for MetroLink is estimated at €300k - €500k per year over the ten years or until passenger commencement services. At this time, TII has not identified any other potential projects requiring CDE solutions. The 120 months (10 years) is an estimate of the time required based on the current programme. Should the programme be extended, the requirement for the CDE solution will be until passenger commencement services. TII does not commit to awarding any contract for this estimated amount. Award of contract(s) is subject to approvals by the appropriate state bodies based on the full ten years and is only an approximate value; the actual value may be higher or lower.
