This procurement is for the appointment of a Commercial Adviser to provide commercial advise and any other services as required for the MetroLink project.
MetroLink will provide a high speed, high capacity, high frequency, modern and efficient public transport service for people travelling along the Swords/Airport to City Centre corridor in Dublin. In addition, MetroLink will connect to the existing Luas Green Line (an existing surface light rail line) in the South City area, enabling through running metro services from Swords to Sandyford, giving an overall scheme length (and an overall metro length) of approximately 26 kilometres. It is intended that a Railway Order application for MetroLink will be made in Q3 2019 with construction commencing in 2021 and will be open to commence passenger services by 2026/2027.

The services to be provided include but are not limited to the following:
1. Tender Documentation Review;
2. Cost Estimation;
3. Procurement and Tender Management;
4. Undertaking Commercial Reviews; and
5. Contract Administration services.
The services shall be undertaken during the design, statutory approval and tender phases of MetroLink and during the construction and handover phase including collaborative working design and build contracts for infrastructure works with early contractor involvement for the main tunnelling and stations package and design and build contracts for other intrastructure works, railway systems works and rolling stock supply and commissioning.
The Commercial Adviser Services Consultant may be requested to undertake commercial services for other TII public transport projects.
