Short description
DLHC is seeking proposals for the development and operation of affordable floating homes on the Site. It is anticipated that the Development may be circa 50 single storey affordable floating homes for rental by the Candidate.
The Site, broadly speaking, equates to 60% of the Coal Harbour area at Dún Laoghaire Harbour, County Dublin. This is a circa 1.2-hectare waterfront development site. The Site is identified on the location map provided with the contract notice.
DLHC’s objective is to deliver homes to the Dun Laoghaire area and to realise the value of the Site with an on-going revenue stream. It is important that any development is high quality and sensitive to the Site’s high profile waterside location. It is hoped that, in this way, the Development will meet the aspirations of DLHC to enhance the public realm in the area.

Description of the procurement
DLHC is seeking proposals for the development and operation of affordable floating homes on the Site. It is anticipated that the Development may be circa 50 single storey affordable floating homes for rental by the Candidate. The completion of the proposed development will require estimated funding in the region of €15m.
The Site, broadly speaking, equates to 60% of the Coal Harbour area at Dún Laoghaire Harbour, County Dublin. This is a circa 1.2-hectare waterfront development site. The Site is identified on the location map provided with the contract notice.
DLHC’s objective is to deliver homes to the Dun Laoghaire area and to realise the value of the Site with an on-going revenue stream. It is important that any development is high quality and sensitive to the Site’s high profile waterside location. It is hoped that, in this way, the Development will meet the aspirations of DLHC to enhance the public realm in the area and improve public access to the waterfront.
In very broad terms, the Candidate will acquire a thirty-five (35) year occupational lease with an obligation to develop and operate affordable floating homes on the Site in accordance with the Candidate’s Design, planning permission and foreshore lease within a timeline specified by DLHC.
