Teagasc is seeking to establish a multi party framework agreement for Architect Led Integrated Design Team and Project Management services. The design team/project management services will cover the following disciplines: Architectural Services, Civil & Structural Engineering Services, Mechanical & Electrical Engineering Services, Quantity Surveying Services, Fire Safety Consultancy Services, PSDP Services.The maximum estimated value of professional services over the lifetime of the multi party framework is in the region of €1,500,000 to €5,000,000. The multi party framework agreement will be established on foot of an initial contract for (Architect led) design team services for the provision of a new build Food Innovation Hub at Teagasc, Moorepark, Fermoy, Co Cork. The estimated duration of the initial contract is 3 years. The Design Team will be required to provide all of the professional services for stages (i) through to (v) of the Conditions of Engagement

Description of the procurement

Teagasc is seeking to establish a multi party framework agreement for Architect Led Integrated Design Team and Project Management services. The design team services will cover the following disciplines:
a) Architectural Services
b) Quantity Surveying Services
c) Civil & Structural Engineering Services
d) Mechanical & Electrical Engineering Services
e) Fire Safety Consultant
f) Project Supervisor for the Design Process
The Design Team will be responsible for providing all construction-related technical advice and design services to the Client
Only those Applicants capable of delivering all of the services listed above without exception (whether in-house or as a grouping/consortium or by relying on the resources of another party or parties) will be considered. Therefore, applications relating to one or several of these disciplines but not all are not acceptable and will be rejected.
The maximum estimated value of professional services over the lifetime of the multi party framework is in the region of €1,500,000 to €5,000,000.
The framework will be established for a period of four (4) years. For the avoidance of doubt, the period for delivery of any contracts awarded under the framework may extend beyond that date of expiry of the framework agreement.
The framework will be established with up to four (4) economic operators, subject to the receipt of a sufficient number of valid tenders.
INITIAL CONTRACT:
The multi party framework agreement will be established on foot of an initial contract for (Architect led) design team services for the provision of a new build Food Innovation Hub at Teagasc, Moorepark, Fermoy, Co Cork.
The estimated duration of the initial contract is 3 years and will have an estimated construction value of €8,000,000 (ex VAT).
The Design Team will be required to provide all of the professional services for stages (i) through to (v) of the Conditions of Engagement.

1. Teagasc is subject to the provisions of the Freedom of Information Act (FOI) 1997, 2003. If you consider that any of the information supplied by you is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for the sensitivity specified. In such cases, the relevant material, will in response to the FOI request; be examined in the light of the exemptions provided for in the Acts.
2. It will be a condition for the award of any contract by the contracting entity that the successful Tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners incompliance with Circular (43) 2006 (or as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.
3. Suppliers must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications.
4.
