Technical, Economic and Financial Support in relation to the Certification of High Efficiency Combined Heat and Power Plants

The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system.
The CER has been appointed under legislation to certify High Efficiency Combined Heat and Power Plants (HE CHP). In 2012, the CER issued a decision paper setting out the approach to certification (CER/12/125).
On 22 May 2015, the CER issued a contract notice to engage technical/economic/financial consultancy support for 2015 (with an option for the CER to extend for up to two further years on an annual basis) such that certification of applications can proceed in the first half of August 2015.
