    1.4.1 The Contracting Authority is seeking to engage the services of a professional service provider to provide advice and support for the Passport Service Reform Programme. The detailed specification of requirements is included in Appendix 1 and include the following elements:

    • Review the current business processes and supporting Passport Service business systems in the context of the future direction envisaged for the Service under the Reform Programme;

    • Identify key areas for business process improvement and change;

    • Recommend the most appropriate technical solutions and approaches for future Passport Service delivery systems based on a review of the requirements of the Passport Service as well as an analysis of the market and approaches taken by similar public and private sector organisations, including other Passport Services;

    • Provide input and support for the development of future RFTs to procure new solutions and services;

    • Work closely with Department ICT Unit to ensure any solutions are consistent with Department ICT Strategies and Policies;

    • Support the Passport Service throughout the development and implementation of the Reform Programme on both business process and technology fronts;

    • Provide ongoing high grade technical services in the procurement processes for new solutions for the Passport Service;

    • Provide Client Side Advice to the Passport Service throughout the new solution development and implementation life cycle.
