Establishment of a Multiple Operator Framework with University College Dublin for Campus Civil Engineering and Utility Works Contractors.

It is envisaged that contracts will be awarded as the need arises however UCD anticipate at a minimum three number contracts per year. Individual contracts value will be up to a maximum of €500,000
It is envisaged that contracts will consist of the infrastructural works which consist of civil engineering works and utility works of which will include, the installation of drainage and utility services, electrical underground ducting, HDPE welded gasmain, HDPE welded Watermain and associated reinstatement works. All contracts will take place in a live Campus.
It is anticipated that the highest scoring twelve (12) suitably qualified applicants at suitability assessment stage will be shortlisted and invited to tender for appointment to the framework agreement (“the Framework Agreement”) described in this and the attached documents.
Provided there are a sufficient number of suitable tenderers available, the multiple operator Framework Agreement will be established with the eight (8) highest scoring tenderers based on the initial works contract. (Details of initial works contract are provided in the Briefing Document.

If the tender is a consortium or grouping of members, the tenderer must specify the commercial and legal relationship (if any) amongst its members and any agreements giving effect to same. The contracting authority reserves the right to request copies of such agreements. The contracting authority reserves the right, at its absolute discretion, to require a lead firm to contract:
- on the basis of joint and several liability with each member of the tenderer executing the contract
or
- as an incorporated or unincorporated special purpose vehicle, with collateral warranties and / or guarantees from the members of the tenderer.

UCD urgently require infrastructural works to its campus therefore an accelerated procedure has been selected.

1) Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal (www.etenders.gov.ie)only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties.
2) This is the sole call for competition for this service.
3) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
4) Contract award will be subject to the approval of the competent authorities.
5) It will be a condition of award that tenderers and all sub-contractors produce a valid Tax Clearance Certificate from the Irish Revenue Commissioners as part of their application for participation in the competition.
6) If for any reason it is not possible to conclude the contract with the successful tenderer, the contracting authority reserves the right to conclude the contract with the next highest scoring tenderer as appropriate.
7) At its absolute discretion, the contracting authority may elect to terminate this procurement process, at any time.
8) Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words “or equivalent“ will always be appended.
9) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of tenders with missing or incomplete information. Therefore, tenderers are advised to ensure that they return FULLY COMPLETED tenders in order to avoid the risk of elimination from the competition.
