Framework for the delivery of Works pursuant to the Better Energy Warmer Homes Scheme
Dublin
The objective is to establish a framework of Contractors to install Better Energy Warmer Homes scheme energy efficiency measures in eligible homes nationwide. Contractors interested in Lot D may leverage funding for the public good activity once it is fully disclosed during the tender process. Tenders may be from social enterprise organisations provided that any public funding is fully disclosed in the tender proposal.
Contracts will be for service delivery in 2015 and SEAI reserves the right to extend the term of the contract for a period or periods of up to twelve months with a maximum of two such extensions permitted subject to its obligations under law.
Standard measures with cavity wall insulation. Standard measures include, attic insulation and associated ventilation work, attic insulation preliminary pack, hot water cylinder jacket, CFLs, draught proofing, provision of energy advice to homeowner and post works BER.
Lot A will consist of 20 Contractors.
It is estimated that approximately 9,000 homes may be the subject of this Lot annually.
The expected average monthly output per Contractor under this Lot is 50-100 homes.
Standard measures as per Lot A plus internal or cavity wall insulation, central heating systems and/or heating controls.
Lot B will consist of 10 Contractors.
It is estimated that approximately 100 homes may be the subject of this Lot annually.
The expected average monthly output per Contractor under this Lot is 2 homes.
Standard measures as per Lot A plus external wall insulation, central heating systems and/or heating controls.
Lot C will consist of 5 Contractors.
It is estimated that 40 homes may be the subject of this Lot annually.
The expected average monthly output per Contractor under this Lot is 2 homes.

Tenderers applying for this lot are required to generate their own applications. This should be done through engagement with other organisations or groups who engage with vulnerable sectors of society.
