LSS686F - EPA - Analysis of Water Samples for The Irish Environmental Protection Agency (EPA)

Request-for-Tenders dated Monday 29th of July 2019 To establish a Multi Supplier Framework Agreement for the provision of the Analysis of Water Samples for The Irish Environmental Protection Agency (EPA). The objective of the EU Water Framework Directive (WFD), Directive 2000/60/EC, is to prevent any further deterioration in status of surface waters, groundwater and water dependent ecosystems and to restore polluted waterbodies to at least ‘good status’. Under the WFD, the EPA is directed to prepare a monitoring programme for all waters. The monitoring programmes are an integral part of the new management strategy for water to meet the objectives of the WFD. The EPA undertakes a separate licence compliance monitoring programme to ensure emissions from licenced facilities do not exceed set Emission Limit Values. The EPA operates four water chemistry laboratories across the Republic of Ireland to meet our analytical requirements. These laboratories are in Dublin, Kilkenny, Monaghan and Castlebar. In some instances, external analytical services are required to supplement the scope of analysis routinely undertaken in-house. The EPA is establishing an operator framework agreement for the procurement of analytical services for a period of four years 2019 to 2022. This framework will be for water quality analysis of selected parameters in relation to the EPA's WFD and licence compliance monitoring programmes. This WFD monitoring programme has been established to satisfy Ireland's obligations in respect of the monitoring requirements of the WFD. The EPA licence compliance monitoring programme is set out on an annual basis by the EPA. This framework is divided in to 3 Lots. Tenders May apply for individual or multiple lots.
