The EPA Catchments Unit is tendering for contractor support to implement and refine existing automated and manual processes to create a fully connected river network for Ireland. This will enhance the modelling and assessment capabilities of the EPA for water and other environmental domains and will be used by other external stakeholders. It will build on recent developments like the National Land Cover map and use of the Ordinance Survey’s PRIME2 datasets for mapping.
A pilot has already been completed for the Suir Catchment (Hydrometric Area 16) which included the generation of an associated geometric network.
An additional contractor resource is now being sought to roll out the Waterline Pilot project nationally for the remaining 45 catchments.
The work is being divided into two lots:
• Lot 1: Manage, develop and maintain an online GIS editing portal
• Lot 2: Rollout of the fully connected Waterline network in all catchments

Description of the procurement

A contractor resource is being sought to manage, develop and maintain the on-line editing portal which contains the required tools to fix the river connection issues encountered during the national roll out of the Waterline Pilot project. The resource will develop additional custom tools for carrying out the work in hydrogeological settings not covered in the pilot, for example making routing connections where there are gaps in the PRIME2 data and through lakes.
The tool will be used by the successful tenderers of Lot 2 who will be rolling out the process nationally, the Catchments Unit team members supervising the project, and in time potentially also members of other public bodies (eg LAWPRO, IFI, Rivers Trusts) who may carry out additional field validation.
The EPA estimates that up to 160 days of contractor support may be required for this work, with approximately 100 days required in 2023 and the remaining 60 days in 2024. The EPA envisages a maximum spend under this lot of €100,000 excluding VAT.
Key tasks:
1. Maintain the existing bespoke on-line editing portal
2. Further develop additional custom tools for hydrogeological settings not covered in the pilot, as required, including all editing tools for digitisation of issues encountered within the fragmented PRIME2 dataset.
3. Enhance the on-line editing portal as required with new or updated tools to facilitate linking the waterline network, in catchments with different hydrological conditions than the pilot catchment, as required.

Description of the procurement

The rollout process involves identifying and rectifying breaks in the PRIME2 river line dataset, so that the primary deliverable, i.e., a fully connected national waterline network, can be realised.
The EPA estimates that up to 250 days of contractor support will be required for this, with approximately 150 days required in 2023 and the remaining 100 days in 2024. The EPA envisages a maximum spend under this lot of €160,000 excluding VAT.
For the purposes of this tender, please only quote a day rate for 250 days of contractor support. The EPA will manage and arrange for any ground truthing and field validation that may be required to be carried out separately to this tender.
Key tasks:
1. Digitise the required links to connect/correct the PRIME2 network using the on-line editing portal developed in the pilot project.
2. Liaise with external and internal stakeholders to ensure the network is digitised accurately.
3. Identify and make recommendations for areas that may need field validation
