Description of the procurement

2.1. The HSE, “Contracting Authority”, is tendering for the provision of Customs Clearance Agency services in response to planned and unplanned international freight requirements. The appointed Customs Clearance Agent will support the HSE’s international import and export of goods including medical equipment, medical supplies, medical devices, laboratory supplies and samples, pharmaceuticals, and any other operational supplies. The HSE has a devolved purchasing structure where departmental buyers manage local procurements as well as frontline workers placing orders directly with suppliers, which will leads to many varying requests, from multiple points of contact. The HSE requires a customs clearance agent that understands all the legislation and terms governing customs, who will ensure compliance of same in a timely manner so as to ensure that all HSE’s imports are cleared within the allotted schedule without incurring demurrage, delays or customs penalties.
Other public health services organisations which are funded by the HSE may also avail of this contract.
