Description of the procurement

2.1 General Requirements
The FAI invites a response (“Tender”) to this Request for Tender from economic operators for the provision of FAI/ETB Player Training Programme (the “Project”) as set out below.
In summary, the Project involves the provision of tutors to facilitate the quality delivery of the QQI Level 5 Major Award in Sport, Recreation & Exercise Studies and ITEC Diploma in Gym Instruction at a 10 Local Training Initiatives (LTIs) facilitated by the FAI and Education and Training Boards (ETBs) in Dublin, Louth, Limerick, Cork, Waterford, and Mayo.
2.2 Background
The FAI/ETB Player Development Programmes are Local Training Initiatives (LTIs) that provide a unique blend of educational and football development for talented young footballers who are currently unemployed or have left the education system. The programme enables learners to develop a potential career in football or the sports and leisure industry.
Learners that have participated in the programme in the past have benefited from a marked improvement in their own progress as athletes, with players progressing to represent Ireland at U18, U19, U21 and senior international level for both our men’s and women’s teams. Many recent learners have gone on to play professionally in various professional leagues in Ireland, the UK, in Europe and the USA.
Many others have gone on to full-time employment in the Leisure Industry or continued their studies in third level institutions both in Ireland and abroad.
An attractive feature of the FAI/ETB Player Development Programme is the emphasis placed on the educational development of the student, consisting of theory and practical sessions in the areas of sport, health and fitness. Learners are prepared to take examinations in the QQI Level 5 Major Award in Sports, Recreation and Exercise studies, and if a certain standard of performance is achieved during this phase, students then prepare for the ITEC Gym Instructors Diploma.

3) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
4) Establishment of this contract will be subject to the approval of the competent authorities.
5) It will be a condition of establishment that candidates and all sub-contractors produce a valid tax clearance certificate from the Irish revenue commissioners as part of their application for participation in the competition.
6) If for any reason it is not possible to conclude contracts with the tenderer invited following the conclusion of this competitive process, the
contracting authority reserves the right to invite the next highest scoring tenderer to conclude contracts as appropriate. This shall be without prejudice to the right of the contracting authority to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.
7) At its absolute discretion, the contracting authority may elect to terminate this procurement process, or any contract awarded at any time.
8) Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words “or equivalent“ will always be appended.
9) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires
with missing or incomplete information. Therefore, candidates are advised to ensure that they return fully completed questionnaires in order to avoid the risk of elimination from the competition
