Trinity College Dublin, the University of Dublin invites suitably qualified works contractors to pre-qualify for the Podium Entrance, Façade & Roof lights Reserved Specialist Works Contractor Package. The project concerns the construction works located at the University’s city centre campus. The contracting Authority intends to invite 5 candidates to tender for each specialist package, please note that the contracting authority reserves the right to invite at least 5,subject to the number qualifying.

Description of the procurement

The Reserved Specialist works shall comprise:
• Design development, fabrication and assembly of new Entry Pavilion / Visitor Entrance to Berkeley Podium;
• Design Development, fabrication and assembly of new stairs in the East Pavilion of the Old Library;
• Renovation of the existing historic rooflights;
• Design development, fabrication and assembly of new rooflights and laylights;
• Renovation of existing historic external screen and provision of replacement door.
The Facade Reserved specialist will be contracted to the main contractor and will be required to deliver their works so as to co-operate and comply with the works delivery, site operations, health and safety policies and works programme delivered and managed by the Main Contractor.
The pre-qualification quantitative and qualitative short-listing criteria are wholly described within the tender document set. i.e. SAQ and Project Information Memorandum, separately attached. Responses must be submitted via the electronic postbox available onwww.etenders.gov.ie by the response deadline. Only responses submitted to the electronicpostbox will be accepted. Responses submitted by any other means (including but not limited to by email, fax, post or hand delivery) will NOT be accepted. Responses submitted late will NOT be accepted.

All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal (www.etenders.gov.ie) only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties;

In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words ‘or equivalent’ will always be appended;
11) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of the procurement documents with missing or incomplete information. Therefore, respondents are advised to ensure that they return completed documentation in order to avoid the risk of elimination from the competition;
12) At Section II.2.9) we have indicated that 5 will be invited to tender, please note that the contracting authority reserves the right to invite at least 5, subject to the number qualifying;
13) Considering the budget cost for this package of works is in the order of €390,000, thus the Contracting Authority is of the view that the project is not subject to the European Union (Award of Public Authority Contracts) Regulations 2016 (the “2016 Regulations”). That said, the Contracting Authority intends to comply with the spirit of the 2016 Regulations. With the above in mind, the Contract Notice has been published at EU level to encourage participation and support a healthy procurement procedure.
