Short description

The HSE wishes to establish a new national contract for logistics, transport and delivery of healthcare supplies, equipment and vehicles as humanitarian and development aid to other countries.
Many low and middle income countries, and countries in crisis and conflict struggle to offer the much-needed healthcare required for their population. Ireland works in solidarity with these countries, to provide humanitarian and development aid to strengthen their healthcare services. Part of this aid is the donation of surplus and used (decommissioned) healthcare and medical supplies and equipment.
Since 2021, Ireland has donated items valued at over €25 million as humanitarian and development aid and to support countries in their battle with COVID-19 and more recently in response to the conflict in Ukraine.

Description of the procurement

The HSE wishes to establish a new national contract for logistics, transport and delivery of healthcare supplies, equipment and vehicles as humanitarian and development aid to other countries.
Many low and middle income countries, and countries in crisis and conflict struggle to offer the much-needed healthcare required for their population. Ireland works in solidarity with these countries, to provide humanitarian and development aid to strengthen their healthcare services. Part of this aid is the donation of surplus and used (decommissioned) healthcare and medical supplies and equipment.
Since 2021, Ireland has donated items valued at over €25 million as humanitarian and development aid and to support countries in their battle with COVID-19 and more recently in response to the conflict in Ukraine.
Ireland will continue to receive requests for aid. A Provider is required to support the HSE and the recipient government or NGO (the Beneficiary) to collect, transport and deliver to the required location. Ireland mainly delivers donations by land and sea but will consider requests for air freight from any country. Therefore, the Provider will need to provide land, sea and/or air transport to any destination.
Countries that have received donations by sea include; Tanzania, Uganda, Zambia, Zimbabwe, Kenya, Ukraine. Some countries that have received small items by air include; Nepal, India, Brazil, Uganda and Lebanon.
The Provider will be required to transport any item the HSE agrees to donate. Items donated are typically surplus to HSE requirements. Items can consist of; new equipment such as ventilators, monitors, oxygenators, vaccines, PPE, trauma and surgical supplies, hospital and healthcare supplies and consumables, pharmaceuticals, aids and appliances and ambulances. Donations are in line with HSE guidelines and the global principles of humanitarian aid. Decommissioned equipment and ambulances are also donated.
