The objective of this Voluntary Ex Ante Transparency (VEAT) notice is to inform the market of the Environmental Protection Agency’s intention to award a contract for web development, maintenance, support, training and related services with TerminalFour Limited of 110 Amiens Street, Dublin 1, Ireland for the provision of web development, maintenance, support, training and related services for EPA websites and online applications, as required under Article 32 Negotiated Procedure without prior publication, pursuant to:
• article 32 2 (b) (ii) Where competition is absent for technical reasons and there is only one possible supplier or service provider.
• article 32 2 (b) (iii) Where competition is absent due to the protection of exclusive rights, including intellectual property rights and there is only one possible supplier or service provider.
