Marlay Park has a site of approximately 10 hectares consisting of a par 3 golf course and café as well as a nearby newly constructed putting green (as per accompanying map Appendix B). Unfortunately, the greens have not performed to the standard expected and the numbers using the golf course have declined. The facility will appeal to suitably qualified consortia, businesses, commercial interests, entrepreneurs, and individuals interested in developing this area while providing a positive impact, and a much-needed Community Facility for Dún Laoghaire-Rathdown County Council. The Contracting Authority proposes to engage in a competitive dialogue procedure for granting a potential service concession contract to:
(a) Develop, manage, operate and maintain the existing par-3 golf course; (b) Manage and maintain the newly constructed Putting Green; (c) Operate and Manage the existing Café which is currently operated under a concession until January 2023

Description of the procurement

Marlay Park has a site of approximately 10 hectares consisting of a par 3 golf course and café as well as a nearby newly constructed putting green (as per accompanying map Appendix B). The existing par 3 golf course was re-designed in 2011 to include re-configuration of many of the holes, attenuation ponds, drainage, artificial tees and greens. Unfortunately, the greens have not performed to the standard expected and the numbers using the golf course have declined. The Council has closed the facility to the public since early 2018.
Over the years, the course has provided users of all ages with their first introduction to the game of golf and has added to the level of family-based activities provided within Marlay Park. The facility will appeal to suitably qualified consortia, businesses, commercial interests, entrepreneurs, and individuals interested in developing this area while providing a positive impact, and a much-needed Community Facility for Dún Laoghaire-Rathdown County Council
The Contracting Authority proposes to engage in a competitive dialogue procedure for granting a potential service concession contract to
1. Develop, manage, operate and maintain the existing par 3 golf course at College Road, Marlay Park, Rathfarnham. 2023.
2. Manage and maintain the newly constructed Putting Green at Marlay Park
3. Operate and Manage the existing Café which is currently operated under a concession until January 2023
Although the original intention is to award a Services Concession Contract, it has to be accepted that the final outcome may in fact result in a Services Contract being awarded, depending on the most economically advantageous tender offered.
Expressions of interest are welcomed from qualified consortia, businesses, and individuals to operate the concession
