The Houses of the Oireachtas Commission (hereinafter referred to as the Contracting Authority) invites expressions of interest from suitably qualified candidates for the establishment of a framework agreement for the provision of multiple modules of an Enterprise Resource Planning (ERP) System and related Services for the Houses of the Oireachtas.
The intention of this project is to procure a cloud-based (hosted) software system(s) with an implementation partner to create an integrated solution for the provision of HR, Finance, Procurement, Learning & Development and Time & Attendance modules. The ICT and Facilities Management Units have requirements in the areas of Asset Management, Inventory Management, Contract Management and Onboarding/Offboarding/Internal Moving of staff. These requirements overlap in some areas with requirements from other primary business units. From a management perspective, the three principal areas are HR, Finance and Salaries (payroll).

The Contracting Authority is responsible for the running of the Houses of the Oireachtas, or Irish Parliament, (Dáil Éireann, Seanad Éireann and Oireachtas Committees), and acts as governing body of the Houses of the Oireachtas Service (“the Service”) (further information is available at www.oireachtas.ie).
The intention of this project is to procure a cloud-based (hosted) software system(s) with an implementation partner to create an integrated solution for the provision of HR, Finance, Procurement, Learning & Development and Time & Attendance modules. The ICT and Facilities Management Units have requirements in the areas of Asset Management, Inventory Management, Contract Management and Onboarding/Offboarding/Internal Moving of staff. These requirements overlap in some areas with requirements from other primary business units. From a management perspective, the three principal areas are HR, Finance and Salaries (payroll). The transfer of information between HR and Finance is minimal (mainly staff bank account details). However, information transfer between Salaries and HR and Salaries and Finance Unit is critical.
The Contracting Authority is open to exploring a single package solution, or a blend of packages that can communicate or can extract information and deliver management reports to the level required, be that through a single supplier or through a consortium.
