People fleeing Ukraine are being facilitated to enter Ireland under special exceptional measures provided for under Article 32 of EU Regulation 576/2013 with their pets, regardless of whether the pets have the appropriate certified health requirements. These measures only apply to accompanied pets from Ukraine. People travelling with pets are asked to email the point of entry they will be arriving to in advance.
The Department of Agriculture, Food, and the Marine (DAFM) may wish to isolate some animals for a period following arrival into Ireland. DAFM seeks tenders from suitable persons who have the capacity to provide a boarding facility for these animals. In the vast majority of cases the animals will be cats and dogs. The boarding facility can only accommodate animals sent by DAFM for the period required.
Please note DAFM seeks exclusive use of all kennel spaces for all animal types when their services are engaged by DAFM i.e., when DAFM transfers an animal to your facility.

Justification:  
People fleeing Ukraine are being facilitated to enter Ireland under special exceptional measures, provided for under Article 32 of EU Regulation 576/2013 with their pets, regardless of whether the pets have the appropriate certified health requirements. These measures only apply to accompanied pets from Ukraine.
In certain cases, the Department of Agriculture, Food, and the Marine (DAFM) may wish to isolate some animals for a period of time following arrival into Ireland, and DAFM is now seeking tender submissions from suitable persons who have the capacity to provide a boarding facility for these animals.
The urgency of this requirement has arisen due to the unforeseen conflict in Ukraine resulting in a potential mass influx of Ukrainian refugees with their pets. Ireland's rabies-free status underscores the agri-food sector which is vital to the economy. It is imperative that the required services are in place as soon as possible in order to maintain DAFM's role in food security.
