Enterprise Ireland and InterTradeIreland (together, ‘the Contracting Authority’) are seeking tenders for the provision of programme management services for the HBAN Programme. For the purposes of procurement of this framework agreement, Enterprise Ireland is acting as the lead agency in that it is issuing the Invitation to Tender on its own behalf but the contracting party Inter-Trade Ireland. HBAN or the Halo Business Angel Network is an all-island umbrella group responsible for the development of business angel syndicates on the island of Ireland. HBAN is actively working to increase the number of angel investors who are interested in investing in early stage companies and supporting the early stage entrepreneurial community. The framework agreement will be established on foot of an initial contract for programme management services as further described in section 5 of the Invitation to Tender Document.

6) If for any reason, it is not possible to establish the framework following the conclusion of this competitive process, The Contracting Authority reserves the right to admit to the framework the next highest scoring tenderer.
7) At its absolute discretion, The Contracting Authority may elect to terminate this procurement process at any time.
