Short description
A competitive process to establish a Single-party framework for Servicing 5No Civic Amenity Sites in located in Nenagh, Cashel, Roscrea, Clonmel and Donohill, Co. Tipperary for the Collection of waste streams for recovery, further processing and disposal (where required), including:
1 The collection of various waste streams from the recycling centres
2 The haulage of mixed municipal waste to waste facilities for recovery/disposal
3 The disposal of any contaminated materials collected in the recyclable streams
4 The submission of electronic monthly reports detailing the tonnages of each separate material collected from each site
5 The type, size and ownership of receptacles in place at each location will be provided at Stage 2. The contractor will use these receptacles for the duration for the contract. At locations where the receptacles are not owned by the local authority the contractor shall be required to provide receptacles for the acceptance of materials

II.2.4)
Description of the procurement
Tipperary County Council proposes to engage in a competitive process for the establishment of a Single-party framework for the Servicing of 5No Civic Amenity Sites in Co. Tipperary for the Collection of waste streams for recovery, further processing and disposal (where required).
A framework agreement constitutes a means of establishing overall terms and conditions in accordance with which, for a specified duration, individual contracts may or not be awarded. It does not constitute a guarantee to purchase a specific quantity of supplies or services.
The initial contract is to undertake the servicing of 5No Tipperary County Council Civic Amenity Sites. The sites are in located in Nenagh, Cashel, Roscrea, Clonmel and Donohill. This contract will include
1. The collection of waste streams from recycling centres throughout Tipperary County Council. The recycling centres and waste streams include, but are not restricted to: Bulky Household; Cardboard; DIY Waste (Inc C &D waste); Food Waste; Garden Waste; Dry Recyclables; Mixed Municipal Waste; Plate Glass; Timber; Metal; Newspaper; Magazines/Phonebooks etc.; Plastic Bottles / Soft Plastics; Hard Plastics; Gypsum; Tyres; etc.
2. The haulage of mixed municipal waste from specified Recycling Centres to authorised facilities for recovery/disposal.
3. The disposal of any contaminated materials collected in the recyclable streams.
4. The submission of electronic monthly reports to Tipperary County Council (as per an agreed specific template) detailing the tonnages of each separate material collected from each site.
5. The type, size and ownership of receptacles in place at each location will be provided at stage two. Tipperary County Council own a number of receptacles at each location. The contractor will use these receptacles for the duration for the contract. At locations where the receptacles are not owned by the local authority the contractor shall be required to provide receptacles for the acceptance of materials
Price is not the only award criterion and all criteria are stated only in the procurement documents

The framework agreement(s) will be for two (2) years, with the option to extend for a further two (2) 12 month periods, up to a maximum of four (4) years subject to satisfactory performance, business needs and budgetary constraints.

Objective criteria for choosing the limited number of candidates:
It is envisaged that the top scoring five (5) qualifying applicants will be invited to tender, subject to that number meeting the minimum requirements. Where one or more Applicants are level on marks and joint 5th, all will be invited through to stage 2 of the process. This may result in more than five Applicants being invited to tender.
