Description of the procurement

The scope of work and services required includes but is not limited to the following:
Coillte require the provision of administration and conveyancing legal support for the project to include, but not limited to: -
- Develop/provide I.T. solution, including appropriate data capture form, document folders and case tracker. Coillte will wish to have the facility to remotely access work to assess progress.
- Project management to include periodic progress reports. This project will require a structured project management input to ensure that cases are being assessed in a timely manner, and that deadlines are being met. Bi-weekly reporting to Coillte will be required. Strong project management will be essential to the success of the project;
- Investigation of title and gather supporting documentation;
- Liaise with internal Coillte staff;
- Arrange marking of Land Registry compliant maps of unregistered property boundaries - external surveyors will need to be engaged by Coillte to prepare maps for each property;
- Issue letters to adjacent landowners where required;
- Procure law searches;
- Draft first registration applications using PRA approved template forms for review and lodgement by Coillte to the PRA;
- Assist Coillte in responding to PRA queries.
Coillte is seeking expressions of interest to in-source specialised legal support provided by suitably qualified and experienced conveyancing/legal staff.
Coillte is seeking a professional, efficient and consistent approach to processing a large volume of first registration cases. Coillte will categorise cases for progression based on a priority ranking system. It is expected that all first Registration applications will be lodged within 3½ years of appointment, however a faster throughput should be provided for.
Following lodgement, Coillte envisages that one project team member would be required for six months to assist Coillte in dealing with PRA queries and file close-out.
