Housing for All (HfA) is a multi-annual, multi-billion-euro plan which will improve Ireland’s housing system and deliver more homes of all types for people with different housing needs.
The Government’s overall objective is that every citizen in the State should have access to sustainable, good quality housing. Given the scale and ambition of Housing for All, it is crucial to have robust systems in place to audit, manage, analyse and communicate progress against the objectives of the plan, allowing for the early and timely identification of any issues which might undermine progress. The tender seeks support to guide the definition of appropriate metrics, conceive approaches for the visualization of these and consider how existing data can be restructured to develop future metrics.

Description of the procurement

Housing for All (HfA) is a multi-annual, multi-billion-euro plan which will improve Ireland’s housing system and deliver more homes of all types for people with different housing needs.
The Government’s overall objective is that every citizen in the State should have access to sustainable, good quality housing to purchase or rent at an affordable price, built to a high standard, and located close to essential services.
Under the plan, the supply of housing will be increased to an average of 33,000 per year over the next decade. The plan includes measures to support availability of the land, workforce, funding and capacity to enable both the public and private sectors to meet the targets set out in Housing for All.
Given the scale and ambition of Housing for All, it is crucial to have robust systems in place to audit, manage, analyse and communicate progress against the objectives of the plan. This will allow for the early and timely identification of any issues which might undermine progress. In support of this, the tender seeks support to guide the definition of appropriate metrics, conceive approaches for the visualization of these and consider how existing data can be restructured to develop future metrics.
The successful tenderer will engage with the Department of the Taoiseach in identifying needs and requirements in the context of tracking metrics for Housing for All. They will identify the relevant data sources, enrichment opportunities and consider how best to communicate key messages. They will convert and present data into specific formats and visualizations to support the Department’s requirements. They will collaborate with the Department of Housing, Local Government and Heritage, as well as other third parties. Where necessary, additional data will be sourced from relevant Departments and Agencies. Services provided will develop a way to effectively identify, source and collate data to track the plan’s progress.
