As part of implementation of such policy, FCC successfully obtained approval under Part VIII of the Planning and Development Regulations 2001 (as amended) to provide 62 no. dwellings at Old Road, Hayestown, Rush, Co. Dublin and all associated site development works including access road, footways, site boundaries, open space, drainage, public lighting, utilities and services. This process is being instigated to appoint a Development Partner with a view to progressing the scheme.

Description of the procurement

Fingal County Council have a policy to facilitate the delivery of affordable housing on lands within the Council ownership. Road, Hayestown, Rush, Co. Dublin and all associated site development works including access road, footways, site boundaries, open space, drainage, public lighting, utilities and services. This process is being instigated to appoint a Development Partner with a view to progressing the scheme.
The proposed site is currently vacant and in the ownership of Fingal County Council.
The site has full planning permission (Planning reference PARTXI/005/20 with 24 No. conditions/recommendations) for 62 units - 17 no. 2 bedroom units and 45 no. 3 bedroom units.
It is intended that the successfully appointed Developer shall take full ownership of the project delivery from inception to completion to include design development, infrastructure and unit delivery to completion to include the obtaining of compliance/sign-off, delivery of social units to FCC and sale of the residual
affordable units at pre-determined affordable rates to purchasers nominated by FCC.
The procurement process (“Competition”) will be set out as a two stage process.
The purpose of this Stage 1 document is to set out the minimum suitability assessment requirements to shortlist suitable Applicants to proceed to Stage 2. A maximum of 7 No. Applicants and a minimum of 5 No. Applicants will be shortlisted from Stage 1 to proceed to Stage 2, subject to sufficient interest.
It is envisaged that the contract will be awarded to the most economically advantageous tenderer following the Stage 2 process.
