Short description

The Garda Síochána Ombudsman Commission (GSOC) are looking to issue a PIN notice to all suppliers who can provide a product or service that will facilitate any assumptions being considered during an investigative process and to provide a professional and demonstrative means for presenting any investigations findings and conclusions.
GSOC are looking to procure a system that has an R2S (Return to Scene) functionality which offers visual asset management services that is used to take 360 degree spherical photographs of locations and buildings of three dimensional models and allows investigators to gather together all the forensic evidence relating to a scene of crime and present it on a computer screen in an interactive way. . Our focus is for this system to eradicate the need for Investigators to sift through bulky files and will allow investigators to access numerous pieces of information in seconds, not only speeding up inquiries but alleviating storage problems.

Description of the procurement

The Garda Síochána Ombudsman Commission (GSOC) are looking to issue a PIN notice to all suppliers who can provide a product or service that will facilitate any assumptions being considered during an investigative process and to provide a professional and demonstrative means for presenting any investigations findings and conclusions.

Our focus is for this system to eradicate the need for Investigators to sift through bulky files and will allow investigators to access numerous pieces of information in seconds, not only speeding up inquiries but alleviating storage problems.
Our aim for this system will allow the streamlining of evidence-gathering and collating procedures.
Another functionality of this system will be to reduce the amount of paperwork in an investigation because material which would have required numerous reports to be prepared for evidential purposes, can now be presented in an easy-to-understand digital format.
We would like this system to be able to link video footage, photographs, DNA, fingerprints and other forensic information.
The system must accommodate changes and updates, as an investigation progresses, we would like this system to allow the investigator to focus in on hotspots and examine the evidence relating to them.
We would also like to use the system to view pictures of the crime scene from various vantage points, which can be moved through 360 degrees. Pictures are taken using a Spheron camera, which has the capability to produce spherical images of a whole room. Areas which are difficult to see, such as dark corners, can be enhanced.
