It is envisioned that this competition shall result in the attainment of the optimum balance between the quality and cost of service. Additionally, where possible, the Contracting Authority intends to implement fixed fee arrangements for transactional work, which will serve to delivery cost certainty.

Description of the procurement

The services in question therefore fall under Annex XIV of Directive 2014/24/EU. Competitions concerning these services are governed by Chapter I of Title III of Directive 2014/24/EU and are not covered by the detailed procedural provisions of the remainder of the Directive.
On the basis of the foregoing, the Contracting Authority is exercising its discretion in respect of the timeframes applying to this competition; the duration of the framework agreement to be established on foot of this competitive process (i.e., six years) and the award procedure to be employed in establishing this framework agreement (i.e., the single-stage negotiated procedure
Notwithstanding the limited application of Directive 2014/24/EU to this competitive process, the Contracting Authority warrants that this competitive process will be undertaken in full accordance with the principles of equal treatment, transparency and non-discrimination.
